The regional energy system

 

As far as the production and the consumption of electrical energy are concerned Basilicata plays a secondary role within the Italian system. In 2005 Basilicata produced less than 0.6% of the Italian gross production (303,672GWh), and Lucanian consumption is less than 1% of the national consumption (309,817 GWh). In the last few years the deficit between demand and supply has varied between 40% and 50%. On the other hand from 1990 onwards both energy production and demand have increased thanks to the field of industry (+80% in comparison with 1990) - between 1998 and 2005 the former registered a 28% regional increase compared with the 17% national average; between 1990 and 2005 the latter had a 47% increase in comparison with the 21% national increase.

 

Energy production from renewable sources

As far as energy supply is concerned in the period going from 2002 to 2005 alone the energy production from renewable sources, such as hydroelectricity and Aeolian energy, had a 136% increase corresponding to 31% of the total regional energy production, and in 2005 renewable sources became indispensable for energy production.

 

The cultivation of hydrocarbons in Basilicata

Besides the Aeolian and solar energy potential, Basilicata is the most important Italian region for the production of oil - 32.35 million oil barrels corresponding with 74.78% of the total national production were extracted in the year 2007 alone.

The most important and profitable concessions are in Val D'Agri, where ENI S.p.A., SHELL Italia E&P and, lastly, the Concession of Gorgoglione given to Total Italia (Shell Italia E&P and EXXON Mobil are part of the projects called respectively "TREND1" and "TREND2" or "TEMPA ROSSA") operate.

The oilfields in Val D'Agri (104000 oil barrels and 3.2 million Nm³/g of gas per day) and those in Tempa Rossa which will be productively active before 2010 (with a production of about 45000 oil barrels and 0.7 Nm³/g of gas per day) represent an energy resource of about 700 million barrels of equal oil and about 2.5 milliard barrels of oil in posto corresponding to 42 milliard euros, according to oil current price.


From all this, it is clear that these sites are strategic both on a national and regional level. The region itself can count on a large quantity of economic resources, coming from the exploitation of oil, to be invested in regional development.

On the other hand the obvious natural wealth of the areas where the oil is extracted (Val D'Agri hosts a natural park), the seismicity and the hydrological vulnerability of the territory made it necessary to pay great attention to the environmental impact of oil activity. The agreements stipulated, respectively with the Government and ENI, for the exploitation of the Trend project, decided on various interventions from an infra-structural, promotional and environmental point of view (in terms of enterprising and territorial promotion). In addition, ENI has taken on contractual obligations through agreements to be activated. These go beyond what was established beforehand concerning an economic and conservation policy. The agreements to be activated provided for interventions of environmental compensation, a monitoring system, a plan for the completion of the gas distribution network, regional plans for sustainable development, scholarships, Lucanian premises for the Mattei Foundation, the creation of an environmental observatory, the management of the environmental monitoring system, advancing royalties and the formation of the Lucanian Energy Society.


With reference to the "Trend 2" project the Basilicata Regional Authority has stipulated with the concession holders some agreements aiming at supplying gratis all the gas which can be extracted from the deposit, (the certified self-consumption network), creating an environmental monitoring system and participating in plans for sustainable development and the promotion of the Basilicata image.
